The United Nations (UN) has recently initiated a chance to enhance space governance through a “window of opportunity.” This opportunity comes at a time when the world is witnessing an unprecedented growth in space activities, with more countries and private companies launching satellites and exploring space than ever before. However, this growth also brings with it new challenges and risks that require effective governance and regulation.

The UN has been working on space governance for several decades, with the establishment of the Committee on the Peaceful Uses of Outer Space (COPUOS) in 1959. COPUOS is responsible for developing international space law and promoting cooperation among nations in the peaceful exploration and use of outer space. However, the current space governance framework is outdated and inadequate to address the challenges posed by the rapid growth of space activities.

The “window of opportunity” for enhancing space governance comes in the form of two significant events. The first is the 60th anniversary of COPUOS, which will be celebrated in 2019. This anniversary provides an opportunity to reflect on the achievements of COPUOS over the past six decades and to identify areas where improvements can be made.

The second event is the UN General Assembly resolution on “Cooperation in Outer Space Activities,” which was adopted in December 2018. The resolution also recognizes the need for enhanced international cooperation in space activities, particularly in areas such as space debris mitigation, space weather monitoring, and the sharing of satellite data for disaster management and climate change monitoring.

To take advantage of this “window of opportunity,” the UN has launched a series of initiatives aimed at enhancing space governance. These initiatives include the establishment of a working group on the long-term sustainability of outer space activities, which will develop guidelines and best practices for sustainable space activities.

The UN has also launched a space-based technology transfer mechanism, which will facilitate the transfer of space technology and knowledge to developing countries. This mechanism will help bridge the technological gap between developed and developing countries and promote the peaceful use of outer space for the benefit of all humanity.
